Though initially, antagonistic towards the Kamiya Kaoru and Himura Kenshin, believing the latter to be an outlaw sought after by the Meiji Government and the former assisting him in hiding, he later learns that the government (particularly Yamagata Aritomo) simply wish for him to become a police officer and help them run Japan.
Though not a recurring character, he does seek Kenshin's assistance when needed, e.g. when Kurogasa, later revealed to be Udō Jin-e runs wild, killing his way through notable Ishin-Shishi and when his house is attacked by members of Six Comrades (namely Inui Banjin and Otowa Hyōko).
Towards the end of the series, as Sagara Sanosuke makes his escape from the police, who are hunting him for fatally wounding an Ishin-Shishi, who was attempting to kill his family and steal their land (the same person whom Kenshin and Sano saved earlier on from Jin-e), the police chief purposely leads them away from him, thus helping aid in his escape (having gained major trust in Kenshin and his allies over the course of the series).
