Police Commissioner Kawaji Toshiyoshi is a police officer in Tokyo.

Appearance[]

Kawaji is a short man, with short black hair, a large forehead, thick eyebrows, small eyes, and a mustache.

Kawaji wears a black jacket, black pants, black shoes, and carries a sword on his left hip.

Personality[]

Kawaji has a very strict and hard personality, always taking the strongest measures to prevent disasters from occurring (such as Shishio's plan to destroy Japan). He's loyal to the Meiji government, and was willing to threat Kenshin's friend, Megumi, to get Kenshin to help them against Shishio.

History[]

Kawaji served in the cause of the Satsuma clan during the Revolution and fought against the Satsuma Rebellion led by one of his former leaders, Saigō Takamori. One day, Okubo Toshimichi saw his talents and was made the Commissioner of Police to modernize its system after the Meiji era began, thus earning the title of the "Father of the Japanese police".

Tokyo Arc[]

Kawaji is riding with Okubo, in a carriage, to the Kamiya Dojo. Once their, He stopped Kenshin and Saitō Hajime from killing each other when they were dueling. He tells Saitō that he was supposed to test Kenshin's skills, however the two of them got so involved in the battle that they were blind and deaf to everyone and everything else, except the voices of those who witnessed and lived through the Bakumatsu.

When Okubo start to talk with Kenshin, He threatened Himura Kenshin that Takani Megumi could be charged for opium manufacture if he didn't go to Kyoto to battle Shishio Makoto, to which Megumi simply said that she'd rather be executed than be involved in a conspiracy to blackmail Kenshin. Kawaji then gets into an argument with Sano about the Meji government, but stops when Yahiko brings up that Kenshin would have been erased if things turned out different. After they finish their talk, Kawaji leaves with Okubo.

A week later when Okubo was killed, He was deeply upset about it and that the true killer would never be brought to the surface, since other Samurais took the credit for what the assassination.
