Kashiwazaki Nenji, commonly referred to by his old spy name Okina, is an elder member of the Oniwabanshu. During the Bakumatsu, he operated at the Kyoto Investigator in order to analyze the movements in the city's political world. After the Restoration, he raised Misao, who was handed over by Aoshi.
Despite his gentle demeanor, he was once known as the most frightening figure of the Oniwabanshu and freely carried out horrific tortures. He was considered the eventual successor to the Okashira, but he gave way to the younger Aoshi for the sake of the new age, which shows that he has a flexible way of thinking. But when he learns that Aoshi has fallen to the road of carnage, Okina sets off to stop him in order to preserve the peace. But he is beaten and suffers injuries that put him at the brink of death.
He runs the Aoiya restaurant in Kyoto to serve as a headquarters for the Oniwaban ninjas. The establishment is a temporary hotel for the out of work Oniwaban ninjas. These ninjas include Misao, Shirojou, Kurojou, Omime, and Masugami.
His weapon of choice is a set of twin steel tonfa.
